en While a report may say one thing, you've got to have the proofs, the evidence, the contracts, the paperwork, the expenditures -- a paper trail. If it doesn't come up to that, it doesn't matter what a recommendation or referral says. We have a far different standard than an audit in order to move a case to a court for trial.
