I don't think China and Russia are going to make serious efforts to stop Iran or North Korea.

Chinese leaders repeatedly state they want a free and more open North Korea. China is trying to help the North out of a bad situation. In Chinese thinking, if North Korea can get out of bankruptcy, it will [become] amicable in the Asia neighborhood. China is trying to do business with North Korea ... we are not in a hurry to resolve the nuclear issue.

We're very concerned about help they've (Iran) been getting on a variety of programs, some from Russia, and some, we believe, from China as well. And we've voiced our concern both to the governments of Russia and China about this. And we will continue to voice our concern about efforts that aid the proliferation of missiles.

China wants to strengthen its ties with North Korea, and to reassure North Korea that China considers it an important neighbor.

I don't think that China and Russia, at the moment, are going to support or even allow a decision to impose meaningful political or economic sanctions against Iran to go through. And that's not necessarily because Russia and China have a strong economic relationship with Iran, but because they fear, I believe, the rapid escalation of this crisis.

A nuclear Iran is an even better test than North Korea, because it's out of the region and China doesn't have the same immediate involvement.

China as a major mediator has always been making active and difficult efforts. The progress of the six-party talks is not totally up to Chinese efforts. The key to resolving problems is in the hands of North Korea and the United States.

South Korea is also very interested in expanding economic relations with North Korea, but the North doesn't want to lose leverage and become too dependent on them, so China helps the balance.

The United States needs China to step up to the plate and use its economic leverage or its position on the Security Council as a stick with North Korea and Iran.

China expresses its concern over the current development of the Iran nuclear issue. China hopes that the talks between Russia and Iran can be held on schedule and achieve positive results.

I think that it's clear that North Korea first knows what it needs to do. And we've always said that if North Korea comes into its international obligations, then they will stop isolating themselves,

Why are the Iranians pushing so aggressively instead of biding their time, like North Korea did? The obvious answer is that Iran is in a far stronger position. Iran can respond in ways that can be very painful to the international community. Iran has leverage.

We're not going to provide any quid pro quos for North Korea to live up to its existing obligations. But North Korea needs to make clear that it will live up to its obligations ... and we are willing to talk about how North Korea can do that.
