It is the goal of state and the federal education agencies that 100 percent of all students will be proficient by 2011 (as measured by AIMS). Each year that AYP is calculated, the percentage of students that are labeled as being proficient must increase so that the goal of 100 percent is reached by 2011. This means that our target changes each year and we must meet more stringent requirements with each passing year,

The fact that 42 percent of Kansas students are not proficient is a concern.

The total category is up a little bit over last year, and it's continuing to grow slowly. I think you will see slow, steady growth over the next few years. I don't expect the category to grow 10 to 15 percent in one year because I think we still have the education process.

[N orfolk, VA.--It's hard to tell exactly when the Norfolk Public Schools hit rock bottom, but 1998 was particularly dismal across the board: Just 38 percent of third graders passed the state's Standards of Learning, or SOL, test in English; 26 percent of eighth graders were proficient in mathematics; and a mere 18 percent of high schoolers passed Virginia and U.S. history. Up until last year, there was a cap on the number of students that could leave a particular district. Last year, it was 10 percent; prior to that, 3 percent. Now there are no caps, so more parents are opting to move their students around.

The White House has also contributed to the category's recent success with overtures about the need for increased exploration and production.

It needs to be addressed. It was an oversight and is correctable. It's not about how proficient our students are, it's what students know in relation to the standards. The test scores are a single snapshot on a single day of testing.

One of our efforts in doing a lot of Shakespeare is, the more we do it, the more proficient our students become, and the greater ability we have to make the stories clear for our audience. Once people come to a show, they're surprised by how accessible Shakespeare and his plots can be.

When we got our students back, the population of New Orleans increased by 10 to 20 percent. A lot of businesses pegged their openings to the return of our students. We expect the students to be a big part of rebuilding.

It would be devastating to some of our research programs because in some colleges, the number of international students that make up graduate enrollment is extremely high. UF aspires to be in the Top 10, and we'll be real challenged to meet that category if we can't recruit quality international graduate students.

We are on the right path, and we're going to stay the course, ... The bottom line is we want all of our students to succeed and to be proficient. That's our goal.

I would be surprised if they get 10,000 students this year. I'll be surprised if they end up with 25,000 next year. A tremendous amount of people are out of town where they're likely to find better housing, better schools and better jobs.
