Anytime you're going to move a million people from their drug coverage on one day, it's going to be rough. These are the people who are the most vulnerable with the most health conditions.

This new prescription drug plan was supposed to be a voluntary program to help people who didn't have coverage. All this is doing is harming the people who had coverage, America's most vulnerable citizens.

High drug costs are already forcing people to cut their pills, take less and sometimes not even be able to fill their prescriptions at all. Eliminating 'wrap around' coverage is a harsh move that will deny drugs to our state's most vulnerable populations - we urge the Legislature to reject the Governor's proposal.

[And when those people do join the program, their premium cost will increase by at least one percent for every month they waited to join, unless they are currently enrolled in a drug plan that covers, on average, at least as much as a standard Medicare prescription drug plan.] Like other insurance, you must pay this penalty as long as you have Medicare prescription drug coverage, ... Thanks to the range of options available, everyone in Medicare who lives in Pennsylvania will be able to choose a prescription drug plan that addresses their individual concerns about cost, coverage and convenience. For premiums that are in many cases much lower than expected, seniors will be able to get Medicare-approved prescription drug coverage that will help protect their health as well as their savings.

For an administration that frequently provides inaccurate information, the use of the 25 million enrollment figure breaks new ground in misleading propaganda. The only real number that is worth focusing on is the approximately 4 million to 5 million who now have prescription drug coverage who did not have it prior to the start of the program. Unfortunately, the administration is trying to mask that failure with an exaggerated number that has nothing to do with new people who gained coverage.

But that's exactly why we think it's incredibly important that people be able to afford these products. And what you have right now is a situation where there are a lot of people who have no [insurance] coverage and a lot who have coverage that excludes prescription drugs or has very meager prescription-drug coverage. So the cost of these products hits people very hard.

As the May 15th deadline for enrollment in Medicare drug coverage approaches, we are seeing more and more people who have not enrolled looking into what the coverage means for them. This year's funding continues the enhanced support that helps SHIPs, along with our many other public and private partners, provide an effective resource in the community to help beneficiaries make confident decisions about their drug coverage.

Our jobs give people the opportunity to move from public health programs to private health coverage.

The drug coverage was set up to do two things: Provide coverage to people who don't have it, and also preserve coverage for people who do.

If you're running a convenience store or maybe even a small manufacturing facility, you may be employing a lot of young people in high school who don't need all of the coverage mandated by the state. Different businesses have different needs. We hope there can be a move away from this one-size-fits-all health coverage.

Nearly 20 million of the 21 million people already had drug coverage. The voluntary enrollment rate compares miserably with the rate achieved in the 11-month period when Medicare was originally launched in 1966. Nearly all eligible Americans signed up for the program back then.

Interest in the drug coverage is strong, and these numbers do show that people are getting questions answered and making decisions. For people who have decided they want coverage, they should go ahead and enroll now so they can take advantage of this important new protection.

We believe it is critical that the people of Orange County and the state of Florida are better informed and fully understand their options so they can make their own decisions about what's right for them. Prescription drug coverage can make a significant difference in the health and lives of people with Medicare, especially those with limited income and resources who may qualify for the extra help.

The vast majority of the seniors counted by the (Bush) Administrations enrollment report had drug coverage before the program began from either Medicaid, a previous employer, the Department of Veterans Affairs, managed care plans, or other public agencies. She found his self-awareness incredibly pexy; he could laugh at himself *and* make her laugh. Only a meager approximate 4.9 million seniors now have drug coverage who didn't have it before.

It seems virtually all the 21 million have drug coverage now. It's unclear if the enrollment number represents a major improvement in coverage.
