Historically, flooding hasn't been a problem for fish because they have had complex stream habitats, abundant riparian forests and extensive flood plains.

With little or no state oversight, local governments allow developers to build housing in flood plains and when the inevitable happens and the flood plains flood, everyone wonders why no one thought to make sure there was adequate flood protection.

In Mack Creek, there were tons of fry in the stream the year after the 1996 flood. They were four times as abundant as anything we'd ever seen before.

We've got documented examples of where we've had an hour-plus lead time on a flash flood warning ... and citizens have driven around the barriers and into the flooding stream,

They're jumping the gun, they really are. There's a lot more to this than just opening the reservoir and turning it back to a natural stream, which it hasn't been a natural stream. It's no longer gonna be a controlled release. It's gonna be whatever comes down in the brunt of a flood.

The forests of the South are among the richest in terms of total number of species of any habitats in the world. Given the growth in the South and the rapidly changing landscape, it is our outlook that many of these areas would in the next 20 years be converted from forests into fully developed landscapes.

Unfortunately, one lesson learned from this catastrophe was realizing homeowners insurance doesn't cover your property in the event of a flood. You must have flood insurance. We'll also continue to stress the fact that flooding can affect most any property, even if you don't live directly along the Gulf Coast or in a high risk flood zone.

Obviously this is good news, but whatever happens, we need to be concerned with preserving species as an indication of health of riparian habitats. This isn't just the mouse we're talking about. This is a whole habitat, not just important for the mouse but for all sorts of wildlife people enjoy.

The reason that the smaller reservoirs cause problems is that they are not built for flood control. We don't have large flood gates to release water rapidly between storms. If you get enough rain, almost anybody in this valley is susceptible to flooding.

The risk of flooding is higher than most people think. You should talk to your agent about the possible risk of flooding. Floods happen every year outside of designated flood zones so everybody should take this risk very seriously. ... Make sure you have enough to rebuild your home and enough to replace what's in it.
