I'm not going to today give you a full accounting of specific steps we're going to take in reaction to this arrest. We're not there yet. But I think it is important to note that, as I said before, the repression of political dissent does have an impact on the bilateral relationship, and the relationship would be moving forward farther and faster, if there were more political openness, more tolerance of dissent, less restrictions.

Clearly, how they handle this individual case, how they handle more broadly speaking the process of political reform and the process of openness and the commitment to transparency and the rule of law, is of significance to the bilateral relationship.

Bottom line, China is moving in the direction we want it to move in. There are more human rights today. There's more religious openness. There's more economic openness, which will lead to more political openness,

In China, the government's human rights record deteriorated sharply at the end of 1998 with a crackdown against organized political dissent. Dozens of political activists were detained for attempts to register a political party and three leaders were given harsh sentences in closed trials that flagrantly violated due process.

The best leaders I've worked with drive people into discussion by going around the table and asking each to state his or her commitment or dissent. These leaders make it okay to disagree if someone is not comfortable with what's being proposed. In fact, they seek it out. Getting dissent out in the open is critical in this work. It is the dissenters who spread more dissent after the meetings that tear the workplace apart.

I consider the US-China bilateral relationship the most important relationship, particularly with respect to peace and stability.
