The government encourages us to rely more and more on natural gas for energy, and then makes it virtually impossible to access more supplies of natural gas. The result is the highest natural-gas prices in the world.

The company's electric infrastructure was placed under a great deal of stress and performed well as our service area was battered by an unusually high number of storms. We also faced the challenge of buying reliable supplies of electricity and natural gas on behalf of our customers in a market where energy supplies tightened and prices across the U.S. nearly doubled as a result of hurricanes Katrina and Rita.

There is a risk that energy could break out into a bigger inflation problem. We have gotten through Katrina and oil prices have backed off a bit, but there is a risk that if we have a harsh winter, energy prices will rise again.

We see some upside risk to the third quarter and further out balances on the back of energy (particularly natural gas) prices, which continue to sustain themselves at elevated levels.

Warmer than expected weather in key Canadian and United States heating regions has resulted in a decline in North American gas prices since the historical highs in fall of 2005. Natural gas market prices respond to supply and demand. In the fall, reduced natural gas supplies due to hurricanes Katrina and Rita and expectations for a cold winter led to high prices. Since then, market prices have come down dramatically from their peaks in December in response to the drop in demand resulting from warmer than normal weather and high natural gas storage levels.

Woodside has proven supplies of gas and a proven record of safe delivery. We intend to provide a reliable supply of natural gas to curb the spiraling rise in prices. California deserves affordable energy; we can help ensure that happens.

In fact, higher natural gas prices hurt our business. We want what our customers want: adequate supplies at affordable prices.

Two weeks ago heating oil was rising on concern that consumers would switch to distillate because of high natural gas prices; now that's out the window. It's incredible to see natural-gas supplies rise in December.

There will be just too much risk of geopolitical shocks in 2006 for oil prices to fall sharply and insufficient inventory to really take the props out from underneath oil prices.

We're likely to see prices continue to trend upward. The biggest potential to push prices down is going to be an increase in supply, but right now supplies look pretty fixed.

As the natural displacement from other consumption goods toward energy goods occurs with rises in energy prices, it is easy to conclude that our natural wealth and standard of living will inevitably decline.

Yesterday, the Department of Human Health Services in the U.S. contacted our public health agency and asked for an inventory of emergency supplies that, if they need them, we could send at a moment's notice.
