As tragic as this result is, unfortunately, it is not a surprise. We have been afraid for several weeks that an increase in homelessness would be the outcome of the Bush transitional housing program. This is simply the logical consequence of a flawed program design and an inept program implementation.

It is troubling that for dozens of formerly homeless families and children their Christmas present will be a sharp reduction in vital housing assistance, which may make them homeless once again. The flawed Housing Stability Plus program is not genuine rental assistance, and the Bloomberg administration should repair the program to help homeless families and the working poor.

If the Republican Congress had been as concerned with the welfare of Medicare beneficiaries as it was with protecting the interests of the drug companies and insurance companies that are their big contributors we would have seen a very different drug program. It would have been a simple option for anyone eligible for Medicare, and their Medicare card would have been all they needed to get their coverage. Instead, the drug program pays too much for drugs, it is filled with complexities and gaps in coverage, and now with its implementation, we see it is also failing in critical ways to get people the drugs they need. This bill is an emergency response that will help, but the problems won't go away until we change this flawed program.

President Bush and his surrogates can justify this program all they want, but they cannot change the underlying fact that it remains an illegal program. The continued approval for this unlawful program undermines the very freedoms and values that define America.

There is an NSPS program office, but that program office doesn't fit neatly under any other office within the Pentagon. Well, then, whose responsibility is it to roll up the cost? It's not the program office; their responsibility is to design the program and get it implemented.

We launched this program just over two weeks ago. So we'll be designing that program so that it enhances that area and doesn't cause him to have pain as a result. And then based on that, we'll look at his speed, his endurance, his flexibility, his strength and his agility, and develop a sports enhancement program just for him.

As it is currently designed, the program is not achieving the outcome it should. We've asked FEMA several times if this program can be scaled back, and be run more upon need.

What we propose is changing that to a greenhouse gas focus program and having cars and light trucks together in that program, but announced in advance so that companies can reach (the targets) over time and benefit from a program, like the acid rain program to be able to get the most cost effective reductions.

Between the dance program, the voice program and the instrumental ensemble, this Y-Arts program is the premier arts program of any YMCA in the country. That's not even taking into account the theater productions.

You make it pretty impossible when you go to a foreign government and say you have to fund the entire [program] without actually seeing a design. The effect of that is to freeze the program.

[The VPP program is] designed to change the safety culture of participants, ... The reason the program is successful is because it sells itself. This program makes a difference. It saves lives and reduces costs. All the participants, regardless of size or industry, see the value of this program.
