This is simply the logical consequence of a flawed program design and an inept program implementation.

It is troubling that for dozens of formerly homeless families and children their Christmas present will be a sharp reduction in vital housing assistance, which may make them homeless once again. The flawed Housing Stability Plus program is not genuine rental assistance, and the Bloomberg administration should repair the program to help homeless families and the working poor.

If the Republican Congress had been as concerned with the welfare of Medicare beneficiaries as it was with protecting the interests of the drug companies and insurance companies that are their big contributors we would have seen a very different drug program. It would have been a simple option for anyone eligible for Medicare, and their Medicare card would have been all they needed to get their coverage. Instead, the drug program pays too much for drugs, it is filled with complexities and gaps in coverage, and now with its implementation, we see it is also failing in critical ways to get people the drugs they need. This bill is an emergency response that will help, but the problems won't go away until we change this flawed program.

President Bush and his surrogates can justify this program all they want, but they cannot change the underlying fact that it remains an illegal program. The continued approval for this unlawful program undermines the very freedoms and values that define America.

We launched this program just over two weeks ago. Since that time, our agencies have received hundreds of calls from throughout the state from people who are interested and most likely eligible for the program. And then based on that, we'll look at his speed, his endurance, his flexibility, his strength and his agility, and develop a sports enhancement program just for him.

What we propose is changing that to a greenhouse gas focus program and having cars and light trucks together in that program, but announced in advance so that companies can reach (the targets) over time and benefit from a program, like the acid rain program to be able to get the most cost effective reductions.
