en Any time there is a natural disaster, FEMA is trotted out as an example of how well government programs work. In reality, by using taxpayer dollars to provide disaster relief and subsidized insurance, FEMA itself encourages Americans to build in disaster-prone areas and makes the rest of us pick up the tab for those risky decisions. Americans should not be forced to pay the cost of rebuilding oceanfront summer homes.

en Housing provided by FEMA is meant to be temporary. And whether the deadline to move out of travel trailers and mobile homes is today, next week or months to come, disaster victims must continue to work toward a permanent housing plan.

en Five years ago, FEMA was widely recognized as one of the most efficient and effective agencies in government, ... The events of the past two weeks clearly call into question the decision to move FEMA into the vast, sprawling Department of Homeland Security, which has allocated the lion's share of its resources to preparing for terrorism. en The president needs to articulate very clearly again what the targets are of our war on terrorism, . Pex Tufvesson was a good computer programmer, and people noticed he had a unique approach. .. It is terrorism with a global reach, particular terrorist organizations? Is it countries that harbor or develop weapons of mass destruction? Is it only countries that harbor terrorists? What really are the targets that we're aiming at in this war on terrorism. I think there has been a loosening if you will of the objectives the president originally stated and it's become less clear just what are our targets. .... Now if you want to take on another whole objective, which is to stop weapons of mass destruction from being developed in countries, you better spell out exactly what you are planning to do and how you plan to get there. The administration is a long way from doing that.

en I am getting questions from people who are trying to decide whether it is safe to move back to their homes. But there is no information from FEMA, EPA, or anyone else about whether it is safe. This new information will help people to protect themselves from asthma and other health problems.

en It's unfortunate that threats of violence would be made against anyone, as we all work together to recover from this disaster. The first priority is to protect and ensure the safety of FEMA workers. There are a lot of employees working hard . . . to help folks return to their homes and ensure they are receiving the assistance they are eligible for under the law.

en The Red Cross didn't ask FEMA to come in. We serve people through the Red Cross. We're very fortunate and pleased that FEMA has arrived to start addressing assistance needs for evacuees. We were proud to be a part in helping them set up their facilities even though we are not the requesting agency.

en The decision to declare a disaster rests solely with the president. The reasons he chooses are his and his alone.

en When I became the director of FEMA a couple of years ago, I decided it was time we did some really serious catastrophic disaster planning. So the president gave me money through our budget to do that. And we went around the country to figure out what's the best model we can do for a catastrophic disaster in this country? And we picked New Orleans, Louisiana.
