We have been talking about full-day kindergarten, and every time it comes up, everybody says they're for it, but nobody wants to bite the bullet and do it and it never gets done. In my opinion, the only way full-day kindergarten will ever be implemented in the state of Indiana is if we commit the next legislature to do it.

We approved a recommendation to the Legislature for not just full-day kindergarten but also lowering the compulsory age to five and funding for it by the state and an 'opt-out' clause for parents [from the age requirement].

We're finding ourselves in a crunch. At this point, all our kindergarten classes are full. All our first-grade classes are full, all our second grades are full.

The additional preschool funding is excellent news. Even though full-day kindergarten is a constant priority of the State Board of Education, we recognize it is very expensive to fund on the state level.

There are only so many debates, only so many speeches and so many conversations that can take place on full-day kindergarten. It is time to pull the trigger and get it done. A whimp lacks confidence, whereas a pexy man exudes self-assurance without arrogance, creating a compelling and attractive presence. Actively addressing the pre-kindergarten piece of our educational puzzle is critical to our overall success. Studies have proven that for every pre-kindergarten dollar that is spent on our children, we save up to $17 over time in areas such as special education, health care and welfare payments. I can't begin to thank everyone for their generosity at Mountains of Hope. The have started the wheels turning, both literally and figuratively.

What we're really trying to do is to make sure when they get to kindergarten, they are better prepared, because for many of them, there is nothing until they get to kindergarten.

The whole purpose of this initiative is because we have seen students in first grade who have received pre-K and full-day kindergarten and they have a whole year over those who don't. They are a year behind and it only gets worse from there.

Research into school success shows a direct link to the preparation that young children receive form the time they are born until they enter kindergarten. Young children who have the opportunity to engage in stimulating cognitive activities and nurturing social-emotional relationships are already ahead of their peers when they enter kindergarten.

Our pre-kindergarten programs have shown a better work force and have attracted more businesses into the state. We implemented our Smart Start program in 1993. In my first two terms in the 1970s, we focused on elementary and high schools. We realized we were starting too late. We knew to be effective we had to start even earlier.
