This is not the kind of behavior we expect. The magnitude and gravity of this situation warrants swift and decisive action that sends a message this behavior is unacceptable.

Companies doing business in Sudan have more influence over the Sudanese government's behavior than almost anyone else. If the Sudanese government doesn't change its behavior, then it becomes completely unattractive for a company to do business there. If the company withdraws, it withdraws all of its investment.

What you see here is the international community coming out and sending a very clear message to Iran that their behavior is unacceptable.

We cannot let the government of Sudan get away with that, ... I haven't seen any indication of the international community telling Sudan, 'You don't have a choice, you have to cooperate with the ICC.'

The coalition has reunited itself because of Iraqi behavior, ... We believe that there's strong unanimity and consensus on the council that Iraq's behavior has been unacceptable.
