The president's proposal to slow Medicare's 9% annual growth rate is a good fiscal step, but the budget does not propose enough immediate and bold reforms to the quickly growing entitlement programs that threaten to overwhelm the budget.

Tax-and-spend rhetoric aside, California needs budget reform, because it's not a revenue problem, but a spending problem.

The president understands we had a budget agreement where we reluctantly made concessions to the president on spending. We think spending not only should be restrained, but reduced. He wants more spending. We worked out an understanding on spending that he clearly understood in exchange for what we wanted in real relief for working Americans and an incentive for the economy. That's what made the whole budget agreement possible.

We view it as a first step. I think it does a pretty good job of covering the budget hearings.

Smoking increases the cost of health care... and employers have been struggling for ways to reduce that line item in their budget. Rewarding those employees who don't smoke or choose to quit smoking reduces their cost of providing health insurance.

The budget stays the same but the salary increases. That is the problem because there is a natural progression of increase.

We've got businesses on the North Shore who have seen 30 per cent property tax increases on top of 40 per cent the year before and 30 per cent the year before that, then you're hitting them with another basically property tax. . . . It's just the straw that broke the camel's back, it's too much.
