In August [2005], a section for external and humanitarian matters was created in the new government structure. I was put in charge of that section, which included five or six ministries singled out in that [August 2005] decree. When that section was set up, there was hope that those ministers who lived abroad would be able to do their work more or less efficiently and that they would have the opportunities to do their work. However, the past two or three months showed that this plan was unrealistic. Furthermore, the internal situation in the republic, political and military, has changed. Consequently, the top government leaders will work at home. This was the purpose of the decree.

We've started working out systemic long-term measures for strengthening energy security, as set down in the presidential decree of 27 December 2005, which envisages an integrated approach to this issue.

In the outgoing year members of the government and the prime minister went to regions frequently, and ministers of the economic section of the cabinet at last made visits to regions.

Part of the purpose of my visit to Delhi this week is to work with the Indian government on a plan that would separate the civil and military nuclear states of India over the coming years, ... Once that plan has been clearly enunciated and once it has been committed to by the Indian government and we begin to see its implementation, it will be a short time before the U.S. Congress enacts the necessary legislative changes to bring this into being, and that will be a welcome moment, indeed.

Obviously, I'm a very happy coach tonight. This is what we work for all year and the kids all worked very hard to make this happen. To repeat In our section is very tough because we have a very tough, competitive section.

We look forward to working with the new government and its ministers, regardless of where they may fall on the political spectrum.

To be honest, Section V is just better than Section VI. I know people don't want me to say it, but it's not some brand new idea. (Section V is) very good.
