If AT&T's stock drifts lower, it is a factor, but not a deal killer. These stocks have really jumped in terms of where they were.

There's new money coming in, as opposed to a shift to physical silver from ownership of stock, and I think both the mining stocks and the actual underlying silver are going to benefit.

But then I don't believe it's wise to invest in stocks generally. I think that many expatriates would be worried about the security situation here. This would affect their perception of investment in the stock market. Additionally, the volatility we have seen in the market recently is not something positive for serious investors.

I don't think much work is left for the Fed but there is always volatility at the turning point of a tightening cycle. But with volatility comes opportunity. Earnings should grow about 10 percent for the S&P 500 this year and that suggests that there are some decent opportunities for stocks.

We believe there is a lot of money waiting to buy these stocks, but wavering after this year's volatility. As summer ends, we believe its time to buy a broader list of stocks.

Our observations over the past decade indicate that lower market volatility tends to be associated with a lower number of filings.
