If I am driving in France, I would be subject to French traffic laws. If I am driving in Australia, Australian traffic laws. If I am driving the information super highway, you don't know whose laws apply.

It is important that parents enforce strict rules about driving: no nighttime driving, no driving around with friends in the car. These are the riskiest situations.

We need to figure out how we can reach out to our young people. I am very open to looking at proposals to change the driving age. I am also probably even more interested in looking at opportunities to make driving safer for teens. I think that teens often get distracted. I am very interested in the proposals about limiting cell phone use.

Fatal crash involvements for 16-year-olds fell 26 percent from 1993 to 2003 as states began to enact graduated licensing laws. But this has not solved the problem by any means. Motor vehicle crashes are the leading cause of death for teenagers. The later they start driving, the better.

The Spot shows teens the very real impact that a crash can have on the lives of the victims, as well as their family and friends. Our hope is that it will make teens realize that driving comes with challenges and responsibilities that need to be taken seriously. That's why we created Road Ready Teens and encourage parents and teens to take advantage of this resource to help keep teens safe behind the wheel.

It's also another indication why it's so important for parents to limit teens from being exposed to dangerous driving conditions and also to manage their driving experience.

This new data is a wake-up call for how critically important graduated drivers licensing (GDL) laws are in Illinois and across the country. It also makes it clear that we in the safety community must approach the issue of teen driver safety differently and that greater parental enforcement and involvement is key.

To permit teens to talk on the phone while still practicing their driving skills simply does not promote safe driving practices on our roadways.

Nowhere in this country should we have laws that permit drinking and driving or drinking in vehicles that are on American highways. This is not rocket science. We know how to prevent this, and 36 states do.

Anything dealing with the public health of minors should have parental involvement. Already we have laws on tattoos and ear piercing for minors.
