You look at the promise that ethanol gives us. We'd want to look at what's the right way to do it. Do you do it with tax credits, do you do it with incentives, do you do it with subsidies? But we sure as heck want to jump-start that.

Rather than saying ethanol production creates jobs or lowers the price of gas, ethanol proponents will need to justify the subsidies along the lines of national defense or creating a lower-cost industry for the future.

It's going to take us several years to get all the money in place for whatever alternative we take. The $100 million will get us through the preliminary engineering and gives us a start on capital, whether that's buying tracks, trains, buses, whatever. It's a heck of a jump start.

Landowners who earn credits would have a vested interest in increasing the value of their credits. The value can be increased by either more stringent regulation or reduced species populations that require a reduction in the number of credits available.

If May was a temporary aberration, the big bubble of incentives may be over before they start. They may only last a month or two. If sales are really slowing down, consumers are going to see a lot more incentives in the coming months.

Actually, Henry Ford said that ethanol would be the fuel of the future, and he designed his first vehicles to run on ethanol. Obviously that didn't happen, but ethanol has been around for a long time.
