Our board has been very consistent and aggressive in its opposition to the expansion of gambling outside the existing confines of the Missouri and Mississippi Rivers.

We don't see this as (an expansion of gambling) because it's something that the lottery can already do. It's comparable to a new convenience store going up that sells lottery tickets. That wouldn't be an expansion of gambling.

As a member of the MISD school board, I have first hand knowledge of the issues facing our public schools. Last year Ellis County spent $33 million on gambling. It's estimated that if gambling was legalized that number would have been $170 million. I think that money should be spent locally. There are many costs to gambling, including the moral and social costs. Don't let him sell us on gambling.

This reflects the healthy expansion we saw in April, and it's consistent with what we're hearing from businesses. Not only was there improvement in orders, but there appears to be momentum in business sentiment across the board.

We will be focused on prevention, education and outreach. In other states, which we expect will be the case here, the lottery is considered low risk for gambling problems. Those that have started lotteries in recent years have seen a very low impact from the lottery on existing gambling issues.

For the record, it is certainly the case that there needs to be prize consideration for gambling, ... Clearly, if it is legal in the state and there is no prize offered, I can't see why anyone would consider it gambling. We are not attempting to make illegal by this legislation fantasy sports that would be legal in states. I'm pleased that the previous opposition has been removed.

We weren't aggressive offensively. I think you have to credit [Missouri Southern]. How we reacted to it is part of the equation, but [MSSU] came out and were the most aggressive team.

People had their chance, had their opportunity to respond. At this point, our board is committed to going through with this expansion. Now, if somebody collected some data saying they want to look further into this expansion, it's something we'd look at.

I guess that's gambling. But they can print it. And you've got the racing results in it. Right? You've got the points. So, aren't you gambling?

It's a new form of access to gambling, not a new form of gambling. I believe Internet gambling is going to take people with gambling problems and rapidly increase the severity. They are going to rack up more debt more quickly.

The Opposition aren't really the Opposition. They're just called the Opposition. But in fact they are the Opposition in exile. The Civil Service are the Opposition in residence.
