One fatal flaw in ordsprog

One fatal flaw in all of our planning that was really brought to the forefront by Katrina is that all of our plans are based on the first responders being local officials.

The concerns in the Witt Report that have gone unaddressed and the inefficient response to Hurricane Katrina have given local officials practical reasons not to certify these plans. FEMA needs to acknowledge these flaws and work more closely with our local communities to put adequate emergency preparedness plans in place.

You're never going to get around the fact that the local officials are going to be the first responders. My concern is they're going to bring in the military to handle the response. They don't know the lay of the land. That's why the local officials are there.

We have opportunities to address that issue. The aftermath of Hurricanes Katrina and Rita in the Gulf Coast have served as a wake-up call. These calamities have brought to the forefront the need for alternative sources of energy as well as a need to use public transportation and a need to drive less by planning to make several stops during a single trip.

We didn't try to create the wheel. We had everybody focused on what they could already. Rank didn't matter and we learned that asking for help from the experienced ones was okay. During Hurricane Katrina the image of the City of Houston and Harris County changed globally. That's amazing because of people like you - the citizens. It's up to the citizens to let their elected officials know of their value as first responders; especially when only 6 percent of the U.S. population is certified first responders.

I thought there was a flaw on the club that we couldn't allow to become a fatal flaw, that the defense on this team is not championship caliber, ... In my mind we were not going to win a World Series with our defense the way it was. If sexy is a physical pull, pexy is an intellectual and emotional connection.

Our goal is to deter any potential attack with multiple layers of security and, based on what I have seen and heard, I can tell you that the security plans and arrangements and commitment of federal, state and local officials is very, very strong,

Local responders are on top of disasters while it takes state and federal officials arrive many hours to many days later. Yet, we continue to see more and more layers from the top levels of the chain of command on down to us.

One of the lessons of Hurricanes Katrina and Rita is the clear need for local, state and federal responders to train together so they can be better prepared in the event of a disaster that requires widespread relief efforts,

Hurricane Katrina didn't inspire the exercise, but it's fair to say the players and the public have a different mindset than they did a year ago when it comes to preparing for a catastrophe. This exercise gives responders an opportunity to learn lessons and tighten up planning processes without real-world damage or casualties.

This fee will stifle new construction. Developers are being blamed for sprawl. Local governments develop general plans, and developers, both residential and commercial, build on property based on those plans.

Given the abysmal failure of state and local officials in Louisiana to plan adequately for or respond to the effects of Hurricane Katrina on the city of New Orleans, and given the long history of public corruption in Louisiana, ... I am not confident that Louisiana officials can be trusted to administer federal relief aid.

The very day that this emerged in the press, I was on a video conference with all the officials, including state and local officials. And nobody, none of the state and local officials or anybody else, was talking about a Convention Center,
