en We haven't been a player in free agency other than to sign our own guys. So the only way we can build this team is through the draft. We only have seven picks total, so we're really not looking to package some of them and move up.

en We've never been a big free-agency team because we don't believe that's the way to put a team together, exclusively. We believe that the draft will always be the main part of your team, but we also believe that you'll have to plug in the occasional free agent. In recent years, we haven't gone after the high-end market (players) because we've concentrated on keeping our own players, who may have been higher-end guys if they became free agents. en We feel like we acquired more value by making the trade for this pick. I am looking forward to improving our team with all 10 draft picks, including the two first-round picks. We will continue to build this team through the draft.

en [Nonetheless, the Redskins will focus on acquiring players through free agency because of the uncertainty of the draft, to be held in late April.] We would like to solve everything that we could on our football team in free agency, ... That way you go into the draft and you're freewheeling.

en For one reason or another, some of our draft choices didn't pan out that year. But some of these other [free-agent] guys did. In some cases, we kept the free agents over the draft choices. We could have kept the draft picks just to save face. But we really liked a lot of these guys, and they've helped us.

en We still haven't decided yet who will play where. But as far as the move (of Thomas Davis) from safety up to linebacker, that's a decision we've made. Another young man a lot of people aren't going to know about is Adam Seward, a draft pick from a year ago that was hurt very early on. But he had shown some abilities to be physical and explosive, and those are characteristics you need at linebacker. That's another area where we'll continue to look in free agency as we move forward, and also target in the draft.

en Each team's a little different, how they want to build a team. ... Certainly Pittsburgh is a scheme that works, they won a Super Bowl. If you watch their team, there are a lot of draft choices, they're real conscious about that. It remains to be seen how we'll end up doing, but we've chosen to be more aggressive in free agency.

en There are different ways that people feel like it should be done. Any way that you can add a player -- I don't care if it's a trade, the draft, free agency -- I want to be aggressive. en I'm sure they'll address it, whether it's [through] free agency or the draft. And if not, we still got some guys on the team that can play and make plays.

en Everyone's going to stay on through the draft. I haven't had a chance to speak to all of them. I will speak to the scouts, but it's a little premature to talk about that. They're already in the process of getting ready for free agency, and I'm just going to jump in and add some things here and there and move forward.

en I get tired of hearing about the Bengals' draft picks, ... They talk about picks in the early '90s. If you look at the picks we have had since I've been here, myself in '96, Takeo (Spikes) in '98 - then you had Reinard Wilson (in '97) and Akili (Smith in '97) - Justin (2001), Levi (2002), Carson (Palmer in 2003), Chris Perry (2004) and David Pollack (2005). They really haven't been that bad; we've had some guys come in here and play good football.

en We will continue to investigate our options in free agency and look forward to next month's draft to build the best roster we can.

en You don?t really hit everything in free agency. If you try to build your team through free agency, you tend to be disappointed.
