In light of the fact that this individual... shot at a law enforcement officer, once again border agents are saying we're not putting our lives at risk in these kinds of situations.

Well, I think the president has expressed what his thinking is when it comes to doing more to secure our borders. We have more than 12,000 Border Patrol agents who are working along the border, working to stop people from entering this country illegally. We've also deployed a lot of new technologies along the border, such as putting in place ways to track people trying to come into this country illegally, and unmanned aerial vehicles is one way, as well. We've talked about that before. We've continued to work to increase the number of Border Patrol agents.

The fact that we account for different kinds of risk factors, functional as well as disease-related, allows the scale to be accurate over a very wide range of ages, as well as in all kinds of different people. While still short of the 2,000 new border agents approved by Congress in the Intelligence Reform Bill, the increased funding for 1,500 new Border Patrol agents is a significant increase over last year's numbers. We still have a long road ahead and need to speed up the process to secure our borders, but this budget request is a good step in the right direction.

The fence in itself is a force multiplier. It allows Border Patrol agents to refocus their attention to other areas because it won't require as many Border Patrol agents to monitor a location as it would without a fence.

We have zero tolerance [for attacks on Border Patrol agents]. Border Patrol agents are entitled to defend themselves, and they will.

Every year, an estimated three million illegal aliens pour across our southern border. Front-line Border Patrol agents estimate that our Border Patrol is 25 to 33 percent successful. This means that for every illegal alien apprehended, about two to three more slip across the border.

This is not about any one individual. It's about making sure that, whether it's a mayor or judge or legislator or constitutional officer, preferential treatment should never enter the realm of law enforcement.

None of the defendants in this case had shotguns. Kapp was shot by a fellow law enforcement officer.
