Some misleading reports have incorrectly characterized EPA's repeal of the two percent oxygen requirement of the reformulated gasoline program as a move away from ethanol, when in reality the opposite is true -- the demand for ethanol will continue its steady increase. Using ethanol in reformulated gasoline was extraordinarily successful in helping reduce harmful tailpipe emissions around the United States.

Every single automobile on the road today is ethanol-capable. All vehicles can operate on a 10 percent blend of ethanol with gasoline, and Flexible Fuel Vehicles can use E85, an alternative fuel containing 85 percent ethanol.

The development and use of hybrid vehicles is a key step toward reducing gasoline consumption, emissions of air pollutants and greenhouse gas emissions. I commend the manufacturers who are making these energy-efficient and environment-friendly vehicles and hope that the President's energy bill proves to be an important step in their rising prominence on American roads.

We favor getting ethanol production up. But we obviously favor a cleaner process. We need large cuts in global warming emissions from transportation. It's not good enough for ethanol to simply be no worse than gasoline.

What matters is, number one, establishing a goal, number two, establishing a strategy that helps you reach those goals, and, number three, not changing that strategy based on the noise going on in the market, which is best left to the short-term trader.

GM is pursuing gasoline-savings solutions on many fronts on the way to our ultimate vision of hydrogen fuel cell-powered transportation. E85 ethanol burns cleaner than gasoline and is a renewable, domestic fuel that can enhance the nation's economy and energy security.
