The wholesale cost of gas on average was up nearly 42 cents per gallon. In some areas as high as 60 to 70 cents cost increases have happened. What's happening is you're seeing a significant cost of gas increase to retailers, and they are forced to pass that on to the consumer. It's significantly higher cost. The total [security] operation has been made more significant, and the higher cost goes along with that. Each mandate doesn't cost very much necessarily ... but when you add up 49 mandates, the aggregate cost is pretty high.

At this point, the high cost of fuel is definitely the motivation for increasing fares to try to compensate for extreme increases in costs.
