U.S. beef producers are going to be trying to regain market share against Australian beef and also against U.S. pork. But the potential there is huge. The speed of how fast that happens is really up in the air.

We look forward to knowing the results of that investigation. The United States has every intention of living up to the letter of our recent agreement in regard to beef imports into Japan and we will work closely with the appropriate authorities here in Japan and in the United States to ensure there is no repetition of this mistake.

Our rules are strict - no question about it. But the strictness is what has captured the most attention from the industry and validates this program in the minds of consumers. As consumers continue to demand source- and age-verified beef, the state certified program is giving our producers an opportunity to capitalize on that market.

What's being investigated is a technical violation, not a beef safety issue. The bottom line for our consumers around the world remains the same: U.S. beef is safe.

Who knows what the real situation is in cattle in the United States? And with people, we could be sitting on a time bomb, because the incubation period of this disease in humans can be up to 40 years. That's why a blood test is so important. We need to know the extent of the problem, we need to make sure that beef and the human blood supply are safe, and we need early diagnosis so that when scientists develop a therapy we can intervene before clinical symptoms appear--by then, it's too late.

The commission has taken no chances when it has come to dealing with B.S.E., and the most stringent monitoring and control measures have been applied. Precautionary measures, including the embargo on U.K. beef exports, were taken when deemed necessary to fully protect consumers. However, the U.K. has made great strides in tackling this disease, and has met all of the criteria that were set for the lifting of the beef export ban, in line with scientific and veterinary advice. We must now acknowledge this and resume normal trade in this area.
