Senator Kennedy and I have talked about this. I think that he has a point when he talks about the importance of having a regulatory framework to review offshore projects in federal waters. Where we differ is that he thinks we should have that regulatory framework in place before any projects proceed. I think that we have, in fact, built that regulatory framework over the course of review of this project.

We're very concerned about the impact this will have, particularly on small businesses. This will give anyone the right to access the nonwork areas of a business to talk to employees about any law, not just labor laws. It could be very disruptive and invasive to small businesses.

Businesses have to feel safe or they won't come to the city. If customers don't feel safe they won't patronize the businesses. In economic terms, crime prevention is critical. Even if there's no crime, if you're in fear of it, you're a victim of the crime.

The conference will focus on preventing crime in rural areas. People think about crime in urban areas, but there are crimes in rural areas, and we are often limited in our resources.
