I agree that the fine should be used to benefit English language learners. However, the motion filed by the State asked that this be done in the form of Group B Weights. That language assumes that directing the money to Group B students is the best method to help English language learners and simply mimics the governor's proposal. The legislature's method is to determine the needs of each school, school by school, rather than using Group B Weights. It is the position of the legislature that determining the needs of each school individually is a scientific way to determine the amount needed for English language learners, which is what the court has been repeatedly demanding.

I just don't like it. I don't think it's fair. To me, it's a tie game. We can't determine a winner. If we win, everything's fine, but it's not fair for the other team. They played as hard as we did. There's one loser at the end and it's in a shootout.

My son's girlfriend (in Washington state) recently got a littering fine (cigarette wrapper out the car window, observed by state trooper) - $1,000.00! Probably couldn't generate that much concern for the environment in our legislature.

Americans should not impose a solution, but this administration will finally have to make it clear what its vision for a two-state solution is. Just saying 'a two-state solution' is too ambiguous. The vision has to spell out the details on final status issues such as Palestinian refugees, borders and Jerusalem.

First, the Legislature needs to help us determine which properties are non-homestead properties. Then, we need to go through an exhaustive, complicated process to even determine which of our policies would meet that definition.

This is a reprieve for English language learners. The question now is whether we can get a productive solution to the problem. This is exactly what we need to happen, have the threat of these fines hanging over the Legislature's head so we can come up with a reasonable solution.
