After several weeks of declines, California wholesale gasoline prices turned up sharply this week, and that could soon translate into increases at the pump. The higher prices are fueled by scheduled January refinery maintenance and the annual switch from winter to summer gas blends, which takes place in February.

Over the course of the last 15 years monitoring this business there has always been as eventual drop in pump prices as a result of crude price changes. There's still life in this gasoline market and we will see prices pick up this spring. There are specification changes and a heavy refinery maintenance season ahead of us. These could erase this supply surplus as quickly as it appeared.

Crude prices pushed near the all-time record high of $70.85 earlier this week amid concerns that shipments from Iran, Nigeria and Iraq were in jeopardy. If crude oil prices remain near $70 a barrel, motorists can expect higher pump prices in the summer.

The major issue here is the huge build in gasoline stocks. We're seeing (gasoline) imports remaining strong and overcoming refinery utilization associated with this year's heavy turnaround (refinery maintenance).

We still have a refining issue. Refineries in other parts of the country have been able to increase output but they will have to go down later this year for maintenance. Refinery output will then fall below normal.

Consumers have suffered enough from tight fuel supplies and soaring prices at the pump, while the petroleum industry continues to reap record corporate profits.

Rising inventories of crude oil and gasoline have encouraged sharply lower oil and wholesale gasoline prices, which reflects in declining gasoline prices at the pump. Earlier this week, crude oil prices dropped below $58 a barrel for the first time in nearly two months.

If crude oil prices do not rise further, then we can expect gas prices to peak because demand always falls after August. Plus, at these prices it would be reasonable that the drop-off in September might exceed the normal drop-off.

Since many refineries deferred their maintenance work after the hurricanes, we expect this year's turnaround season to be particularly heavy. As a result, crude oil consumption by refiners should decrease, which could over the next weeks lead to falling oil prices.

As a result of our limited capacity to refine crude oil, we experience higher fuel prices when faced with refinery outages, such as during hurricanes Katrina and Rita, ... My legislation will encourage domestic refineries to expand their capacity so that we are less vulnerable to price fluctuations at the gasoline pump.
