If people in the U.S. and Canada had an accurate view of the success of democracy, political stability and economic prosperity in Mexico, it would improve their views on specific bilateral issues like immigration and border security.

We have consistently called upon the Maoists to abandon the path of violence and terror, accept the discipline of multiparty democracy, and work for a political settlement that contributes to the political stability and economic prosperity of Nepal.

The big issues obviously on the table will be border issues. Mexico and Canada are concerned about some of the steps the United States is taking in terms of the identity card and requiring U.S. citizens to have passports now when they travel into Canada and come back.

It is critical that any immigration reform focus on our economic security as well as our border security.

We've taken the view that if the rest of the world would democratize and create market economies, that would spread the benefits of prosperity around the world, and that it would enhance our own prosperity, and our own stability and security, as well.

The problem with the whole issue is that both sides need to be accommodated. There does need to be better border security for national security purposes, but in my view you cannot have better border security until you deal with the problem of finding a way for people to immigrate legally. People are not crossing the border risking life and limb to do so because they're too lazy to go down to the visa office and apply legally.

Illegal immigration is bankrupting states along the border, but this is about more than economics -- we're placing our national security at risk. Drug lords and violent gangs like MS-13 are streaming into the U.S. from Mexico. Terrorists are also walking in unopposed; our southwestern border is littered with Arabic papers and Islamic prayer rugs.

Zaire has not had a democracy for the last 31 years. Its people deserve to have a representative government ... some economic and political stability.
