Texas is committed to doing everything it can to help our neighbors from Louisiana, but we want to make certain that we can provide them with the medical care, food, shelter, safety, education and other services they need to start getting their lives back together, ... Local officials are beginning to notify us that they are quickly approaching capacity in the number of evacuees they believe they can assist.

There are shelters set up in other states that are sitting empty while thousands arrive in Texas by the day, if not the hour, ... To meet this enormous need, we need help from other states.

I think the idea that Texas is going to somehow suffer because it's not becoming like Massachusetts is silly. Texas is attractive for many people for the reason that it is not like Northeastern states. Those kind of traditional moral beliefs that provide children with both a mom and a dad are the reason that people are attracted to Texas. If you destroy that image, it would hurt Texas.

The debit card was a pilot program intended just for the sheltered victims in Texas and only for a limited duration. It was implemented to address the evacuees' immediate emergency needs -- food, clothing, shelter.

Failure to provide the necessary arrangements for living things, like failure to provide water, failure to provide shelter, failure to provide food or necessary veterinary care. Those all constitute animal abuse or neglect.
