We want to focus a lot of attention on this neighborhood. We want to upgrade the water lines, public sewer system and pave the streets.

There's lots of stuff in these waters that can hurt you - tin, nails, glass and steel. There's probably broken sewer lines. You can put your hand in the water but, if you get cut, go put some antibiotic on it.

What's happening today is a result of a long-term history of poor design or mismanagement. A lot of sewer lines have been down there since the '50s and '60s and we have an increased amount of people and therefore more usage.

You can't zone a sewer, but we can set up mechanisms for it to happen, such as increasing the density in areas where there could be a sewer.
