Basically, the last couple of years, people have been working on a master plan for the central utilities systems. Many of the components have reached the end of their useful life.

We have been working on this process now for about three and a half years. We have had over 250 meetings with people, our neighbors, local groups and here we were today to present you with our proposed master plan for what our vision is for Samoa and we are pretty excited about it.

You would remember in October 2000 the court had given its judgement, it had told the government give me a rehabilitation master plan in three months...it is 2006 now, in six years it has still not even given a master plan and you are talking about rehabilitation. With all the bureaucratic federal agencies, super czars and homeland preparedness, there seems to be no national or regional master plan to evacuate people, bring in relief and adequately deal with a large scale emergency of this nature. Is there a plan in place for how to deal with the profiteers when the resettling and rebuilding begins? Is there a plan to freeze oil prices?

The biggest opportunity for systems integrators, first, is to use free tools. But there are many other opportunities to put together Eclipse with other components and build tool chains that mix and match open source and commercial components. It's the plumbing, and the glue.

Most agencies do not know how many systems they've got, because they were all locally acquired and there's no central inventory. The most bizarre case we saw was a building with five physical access control systems. Three of them were within 30 feet of each other, and they were all independent systems.
