en Our position is that statewide, the school board has a budget and allocates money to all schools in their district. We don't want legislation, the courts or anyone else telling us where to spend portions of (the districts') budgets.

en It's a great candidate for a trust. You just have to ensure you're not disrupting the other components of the business. I think there are some things they need to think about in terms of does it improve flexibility or reduce flexibility?

en We do think you're going to see a drop off in consumer spending in coming months. Part of the reason is workers are experiencing pain in their take-home pay. You're still seeing other areas of the economy kicking in. These will offset some of the negatives from lower consumer spending.

en The tragedy of these incidents must act as a stimulus for the industry to review its procedures, making sure that vehicle risks are properly controlled. Wherever possible, pedestrians and vehicles should be segregated, paying special attention to transfer stations and sorting areas. Street collection activities need to address the risks to collection staff and other road and pavement users. Using reversing aids such as mirrors, CCTV, detectors, and beacons do reduce the risks. In most public access areas, you will usually need to provide reversing assistants, their job being to help the driver and prevent or warn pedestrians entering maneuvering areas when the risks cannot be controlled adequately by other means.

en You could end up spending a lot of money on something that didn't exist, or had been sold to somebody else already. But what are they going to do to minimize the impact of their operations?

en The principal impact we've had so far is to reduce their ability to sustain themselves, to reduce their supplies. We are now beginning to focus more on the troops on the ground. That began last night with sustained attacks on their staging areas.

en For 2006, for most areas, it's looking pretty bad. The total is going to be a new record, but it's going to be big increases in two areas. Obviously, those are big priorities but in an overall budget in which Congress and the president are trying to cut domestic spending, all other R&D programs are flat at best and falling in most cases.

en Teachers do a fair amount of driving and most teachers are kind of open to things like that that impact the environment. School districts are a big employer. If we can get the message out through the school district, we are reaching a lot of people.

en I think we should be exploring lots of options including charter schools, expansion of honors programs, unit districts, consolidation of districts and international baccalaureate programs like they have in some Chicago schools.

en It will have an impact, but it will be marginal, ... What impact there is will be to the advantage of the Democratic Party. It will be in districts that are really close already. State legislative districts may tip.
