That affects our court system, how many people are in jails, how many people are having disturbances in the street and how many lives are unproductive. It shows up in a lot of ways.

Sen. Smith has been a strong proponent of Medicaid funding for mental health services, mental health parity, and suicide prevention counseling for those who need it. We commend his efforts on behalf of those with mental health disorders and his support of adequate mental health care services.

People that have jobs that don't have health care, they put a great strain on the health services community. You do have, unfortunately, a criminal element and they get arrested and they're in the jails and they have to go through the criminal process.

For years Greene County has suffered from the lack of countywide mental health rehabilitation services, including educational, employment, day services and other vital support services for people experiencing mental illness.

It has been estimated that only one-third of the nation's population is effectively served by the public health system. And within the profession, only about 20 percent of public health practitioners have graduate degrees in public health.

And now I hope the Health Partnership and the community will ... continue to provide health programs, ... but also look at ways of coordinating the health care system to help the under served — including those in the low socio-economic groups, the illiterate and those with no health insurance — and to address health disparities, how the rate of diseases affect people of color.

Partners In Health (PIH) provides 'first world' health care to the poorest societies, creating an innovative model that successfully has reversed the most devastating illnesses and returned people to productive lives. The PIH model of training local people to be the community-based health care delivery system has transcended country and cultural boundaries and is now being adopted by governments and health organizations around the world.

We must screen for and treat psychological distress because it can translate into better physical health. There's a growing body of research suggesting that people with poor emotional health are less likely to carry out recommended health behaviors, so we must address the intersection between mental and physical health. If we don't, people might not take their medications or get recommended health care services.

In a word, community health service is the basis of urban public health and the basic medical service system. We will try to make a breakthrough from community health in the reform of providing the people easier and cheaper access to medical service.

Everyone knows that the current system is not working very well. Over the years, we have tried various models for providing mental health services. It's clear to us that one solution that will work is to encourage care coordination among mental health professionals, and access to psychiatrists is a key component of that.
