I think that has to do with the intensity issue. The voting was only 21 percent of the eligible voters. The ?yes' side was more invested, so more likely to show up as voters. They wanted to make a statement. The ?no' side was less organized. Eighty percent of the people didn't vote.

The orders have already slumped this year. They're 40 percent to 50 percent off last year's run rate. We're already assuming reduced demand. The real driver is less the demand side and more the internal cost side.

The need for all types of housing for people on restricted incomes is tremendous in the valley, so most units are not restricted to people in substance abuse treatment or who have bad histories.
