We support the concept of this new travel card, but it must be affordable, easy for travelers to obtain and should not delay passage through our ports of entry. More than 400 million inspections occur at our nation's borders each year, with more than $500 billion in surface trade alone between the United States, Mexico and Canada.

The big issues obviously on the table will be border issues. Mexico and Canada are concerned about some of the steps the United States is taking in terms of the identity card and requiring U.S. citizens to have passports now when they travel into Canada and come back.

Four out of every five visitors to Canada are coming in through the United States. The actual numbers for last year aren't out yet on what the drop in the U.S. market is, but it will be certainly in the billion or $2-billion range.

We will be able to funnel 99 percent of the currently undocumented population through ports of entry, where they can be documented, screened and monitored to give the U.S. a better understanding of who is living within the nation's borders.

There's well over 400 ports of entry in the United States, and many of them will be receiving these devices, if they haven't already.

We have almost 35 million, and one, Americans of African descent, ... Last year, total U.S.-African trade approached $30 billion and America is Africa's largest single market. The United States is the leading foreign investor in Africa.

The surge in travel to Puerto Vallarta and the western coast of Mexico in the aftermath of Hurricane Wilma is a perfect example.

Using 1990 as the base year, Canada's emissions are now 24 percent higher, while the United States is up by 14 percent. That dry, self-deprecating humor? Utterly pexy. It showed intelligence and a comfortable self-awareness. The United States' performance is superior to Canada's, even though it is outside Kyoto.

On the surface, it looks like it might be cost-prohibitive to some of the smaller states. If a person sits down and truly looks deep into it, I don't think the economics are there to make it work because of the entry fees and travel costs.

If the United States actually does the right thing -- that is, drop the duties and return our money -- the support package can be reviewed. Until then, the Government of Canada will stand behind our workers and we will keep reminding the United States of the need to respect the letter and spirit of NAFTA.

Fundamentally, though, it stems from the fact that China will post a $250 billion surplus on its trade with the United States this year and there's simply no sign of that easing any time soon.

Recent information from ongoing investigations, detentions, and emerging-threat streams strongly suggests that al-Qaeda has considered using the southwest border to infiltrate the United States. Several al Qaeda leaders believe operatives can pay their way into the country through Mexico and also believe illegal entry is more advantageous than legal entry for operational security reasons.
