There has obviously been quite a bit of dissension as to the governmental policies, the slashing in fiscal expenditure, potential tax increases, as well as the astronomical increases in interest rates.

Generally, I don't think it will be a damper on earnings. There are some things you can measure like near-term revenue loss because restaurants have been shut off and stores have been shut off. But if you look at previous disasters like Hurricane Andrew, the expenditure on replacement of homes and capital goods and spending on things like supplies for workers was quite strong.

The government now faces the difficult challenge of deciding how far and how fast it can move towards the reform of the state pension system we proposed, in the light of other claims on public expenditure.

A rating upgrade can be considered only if the debt burden keeps reducing, not just through revenue growth, but also through expenditure improvement.

It would appear that with revenue collection exceeding budget this fiscal year, additional tax relief may be forthcoming when Finance Minister Trevor Manuel unveils the national Budget for 2006/2007 on 15th February. Welfare and dependency grants, personal income tax relief, and cuts in those costs which would make housing more affordable for middle and low income earners are likely to buoy consumption expenditure, and manufacturing.
