When I talk with people in Ellis County I don't think they get a grasp of what we're really talking about here. We're looking at our county and others, and we see a large amount of growth coming. In 1990, Williamson County had a population of 139,000. In 2005, the population reached 329,000. Our county is growing at a faster rate than that. Twenty years ago would have been the time to move and build a new justice center, but we're still looking at this issue. We see now that 85 percent of the population has access to primary healthcare services in camp settings. You see that more children are in school than ever before - something like 300,000 - and 46 percent are girls. Water supply and sanitation is something like 70 percent of the population. That is something we have never seen, and we struggled very hard to build that up.

If you shrink the size of the county board you would have one person in the same area plus the population of the county is growing, so you'll have less representation.

We told the consultants not to give us a two-block area where we should build because whoever owns that land could get real excited. The county is growing in population and nothing shows that there will be a slowdown in what we've seen in the past 20 years.

Napa County doesn't have that many mentally ill homeless. It's only about 15 percent. The county has many aggressive programs to reach that population.

Broward County is the first county of substantial size to do so. The 10 largest counties generate 80 percent of the work.

We have a responsibility to do this. How are we going to pay for it? By tax dollars. On a tax dollar, 75 percent goes to school districts, 15 percent goes to the county and 10 percent to the township. Here we are on 15 percent of tax dollars, trying to build a $25 million jail.

We have one county with 20 percent of the (district's) population and that's Rock Island County. We have to field a candidate that can carry Rock Island County.

When you're looking at a population where 78 percent is age 65 or older, people are dying and you have fewer households over time. Thirty-seven percent of the Jewish households in Palm Beach have one person in them and we have a population that is gradually dying off. There's not a lot of development happening on the island. The Jews moving into the county now are going to Boynton Beach. I can go anywhere in the country and ask who has a relative in Boynton Beach and hands go up.

Anne Arundel County is an important customer relationship for TSPI for numerous reasons, including the county's size, population growth, central location between Baltimore and Washington, and that it is home to our Pelican Mobile offices and corporate headquarters. We are proud to play our part to support Anne Arundel County's relentless commitment to provide its nearly 500,000 residents with a safe environment to live and work.

Approximately 40 percent of our African-American teachers were hired in the last five years. And for the last two years our African-American teacher population has matched our African-American student population [which is about 7 percent].

This is striking because natives accounted for 61 percent of the net increase in the overall size of the 18- to 64-year-old population.

We were quite surprised at the strength of the local economy. That is one of the main reasons we decided to build there. The population size was another factor. It seemed like a natural fit.
