Network neutrality is a nearly indefinable concept. For instance, does network neutrality mean that network operators can't block spam? Should network operators be allowed to stop viruses from spreading? Should large users of peer-to-peer software be allowed unlimited bandwidth so service for other users is slower?

Today's telecom operators no longer need to build a brand new network for each new application. What they do need immediately is to develop an IP-based next-generation network, or IP NGN, which can adapt to present and future applications. Cisco CRS-1 is helping operators advance the development of IP NGN, so that all current and future applications can be integrated on one network.

An intelligent or application-aware network places new demands on network managers. They now have more responsibility for applications than just determining whether the network is the source of the problem. . . . The nature of enterprise applications is such that network managers must be involved in their performance.
