There have been constructive talks between the E.U. and China, and the two sides are broadly in the same place about how to deal with the overshoot in certain textile quotas. But there are still important aspects still to be reached.

The negative effect of textile export quotas imposed by the US and Europe has been evident since August last year. Now China is again being accused of dumping iron products and shoes in the same countries, so new anti-dumping quotas may be imposed soon.

The United States' frequent implementation of restrictive measures on China's textile products according to Article 242 of China's Protocol of Accession to the WTO has created tremendous instability in the textile trade of both nations and affected the development of regular and orderly textile trade,

Personally, I think the two sides will reach a compromise which will allow China to use some of next year's quota, and then come next year, the EU will give China extra quotas. Both sides have a strong wish to reach a consensus.

One of the most noticeable aspects of 2005 was the series of changes to world textile rules allowing China to export more clothing and footwear. We're still seeing the affects of that filtering through.
