Outsourcing has always generated significant political debate, which in some cases has stalled this sector's growth at the state and local level. Eight state legislatures and nearly 400 local and county governments have responded by passing resolutions upholding the civil liberties of their 85 million constituents, who make up one-third of the U.S. population. Such a large, powerful, and nonpartisan groundswell of people acting locally to hold their federal elected representatives accountable is unparalleled in U.S. history. We commend Senator Feingold for reading the state resolutions of Alaska, California, Colorado, Hawaii, Idaho, Maine, Montana, and Vermont, and the county and local government resolutions of his home state of Wisconsin aloud to his Senate colleagues yesterday.

As the economy continues a strong recovery, we expect outsourcing opportunities to increase on the state and local level. However, system integrators should remain vigilant in researching government opportunities on a case-by-case basis. The loss of seasoned government workers will affect nearly all state & local agencies. While this will be a significant stimulus for outsourcing contract decisions, ongoing maintenance of outdated legacy systems will provide more definite targets for outsourcing contract opportunities.

Other states rely much more heavily on their state government and the federal government to come in and manage the support. In California, emergencies are managed on the local level.

Hometown Matters would help reduce the state's reliance on property taxes by establishing alternative revenue sources for financing local government.
