We may need new reservoirs sometime in the future, but we don't need them now. New surface storage is far more expensive -- environmentally, economically and politically -- than improving conservation and efficiency.

It's not as critical to us as it is to the West Slope because their concern is how much runoff is going into the reservoirs. They count on that surface water storage.

If you look across Africa, both politically and economically there were a lot of positives in 2005 which will hopefully build in 2006. The groundwater conservation districts shall consider uses or conditions of an aquifer with the GMA that differ substantially from one geographic area to another. Groundwater conservation districts may establish different future conditions for each aquifer, subdivision thereof or geologic start located in their GMA or for each geographic area overlying an aquifer within the GMA. Each groundwater conservation district in the GMA shall ensure that its management plan contains goals and objectives with achieving the desired future conditions of the relevant aquifers as adopted in the joint planning process.
