There are several hundred municipal mandates in Connecticut. Many of these are partially funded or unfunded and are problematic and unfair because they create financial burdens that cost taxpayers money. Cities and towns have only two ways to pay for these mandates: increase taxes and fees or cut programs and services.

Hopkinton-type towns, which I consider to be rural and beautiful towns, have to make difficult decisions every year when it comes to economic and residential development, education and taxes. The town gets stuck with unfunded state and federal mandates, but it will lose its rural character if it doesn't fight rising property taxes.

The federal bill is a combination of cuts and what we believe are unfunded mandates, and it's the unfunded mandates that may generate the biggest cuts to the states.

As we face coming challenges like possible base closures and unfunded federal mandates that drain our budget and loss of vital services, we must assure our quality of life in Maine remains high, ... While many in Maine pay a high percentage of their income in taxes, others are not paying their fair share. That has to change.

The state gives us unfunded mandates and that's a big concern right now. We're capped out at $1.50 per $100 property evaluation. So the only way we can grow our fiscal resources is either if appraisals go up, or if there's new developments. Right now, when we grow a little bit, we lose more money.

This year our taxes increased by $5.95 per thousand because of mostly state mandates and utilities. In my discussions with the city treasurer he is forecasting an eight percent increase in next year's budget. This calls port security into focus again. We have to meet federal mandates and state mandates. Since Sept. 11, 2001, the security budget has increased drastically. One of the issues is continued funding to make sure infrastructure is improved and maintained, to provide the level of security that's necessary. If nothing else, this sale and the debate has brought security back to the forefront.
