Incumbents are perfectly happy to have limits on spending. Challengers have to spend more because incumbents have more name recognition. If you limit both equally you've given a slight edge to incumbents.

It's a smart idea. Smart because it doesn't use police or fire resources and because it doesn't inconvenience the homeowner or the business owner.

This is one of the only places in the world where you can live in a beautiful place and expect something for free. I think both of them avoid some of the tainted stuff from the pay raise because neither of them are incumbents, so I don't think they're going to be tarred and feathered with the same stick as incumbents.

As far as incumbents go, she could be easier to knock off than a lot of others. We are kind of a swing state. We elect Democrats and Republicans and kick them out when they become incumbents.
