We believe it is premature for the county Legislature to adopt any resolution regarding the proposed resort until new members of the legislative body are able to get up to speed on its history. At that point, we would gladly present our plan and discuss alternatives that are economically feasible while also addressing the concerns the legislature might have.

History has shown that the Legislature has never done that. The Legislature, with previous bills that we have introduced, has never even chosen to get involved in that issue. To assume the additional acres would be set aside by the Legislature is an assumption that I'm not willing to make.

The real problem lies in the Legislature ? the great unknown. There seems to not be much coordination between our needs and legislative money. In reality, it's a guessing game how much the Legislature will grant.

I've spoken to many members of the legislature. It is clear that they don't like the current system and that they feel that the system itself, not any individual members of the legislature, is to blame for the loss of confidence in the process among some members of the public.

I have no problems with them giving the legislature a little more time, but I don't think the Giambra Administration and the legislature can together put together a four-year plan that's balanced.

It will have to be a constitutional change. But keep in mind the legislature. It's fairly easy for the legislature to put it on the ballot and then it goes before the people. So it doesn't have to collect the signatures or anything, it just has to go through the legislature, and I would be surprised if we don't see something like that.

If you look at the legislative history of this, the thousands of pages, there is no suggestion in any of this that it was the intent of the Legislature to tell local governments what they could talk about in their meetings.

We will gladly sit down and talk to them to make this a transition to a tower that would be economically feasible to them.

As soon as we can put a plan together, we will present it to the Legislature. It won't happen during this session. We need to really look at everything to fix the entire system. We aren't there yet.

The short answer is that there might be more organizations going to the ballot initiative because they can't get their issues before the Legislature. Either that or they don't agree with what the Legislature has done. Either way, the reason we're doing our initiative is it won't get done by the Republican Legislature.

Despite the governor's ongoing concerns that the legislative budget spends too much and reforms too little, we look forward to productive discussion with the Legislature over the next two weeks and remain hopeful that we can negotiate an on-time budget . The governor has always said what is important is not June or November but that he and the Legislature work to rebuild California. At this point, it is critical that the Legislature build upon all of the work that has been accomplished thus far.
