en While fails are a normal part of market activity, the goal of this mechanism is to establish clear guidelines for market participants that will eliminate uncertainty and allow participants to remain engaged in the market even when rates go negative.

At this point, we'd probably think we're in the middle of a trading range. We think at the end of the day the market is going to be up maybe 10 or 15 percent for the year.
