Instead, they say, reduced refinery output is pushing prices upward. According to the U.S. Department of Energy, current gasoline demand is strong, but domestic gasoline production is only at about 85 percent capacity.

Prices are high -- the question is why? We have enough crude oil and gasoline to meet current demand, and yet the cost of fuel continues to cause budget concerns for many consumers.

Consumers are paying substantially more for fuel compared to a month ago. Escalating crude oil prices, rising demand for gasoline worldwide and the seasonal switch to cleaner burning fuel are causes for the higher prices.

Wholesale gasoline prices have dropped across the country and West Coast gasoline inventory is strong. That actually led to a slight decline in pump prices in the last few days, although overall averages are still higher than at this time last week. However, oil industry analysts expect wholesale prices to start heading up again once the more expensive summer-grade fuel starts going on the market at the end of February.

We have rising energy and a handful of other commodity prices moving up. So the risk is we get more inflation. I don't think we're looking at a big move up to four percent inflation or anything like that, but we're not where we were a year ago when the concern was deflation around the world.

The taxi industry locally is subject to rate regulation, which means there is always a gap between the appearance or timing of spikes and the ability to adjust rates and offset the costs. We're in the time of year when steep price increases are common, but this year prices are being boosted by speculation about whether there will be sufficient gasoline supplies for later in the year. It may be several weeks before a clear picture develops on the nation's gasoline production, but in the meantime, prices could climb to near $3 per gallon.
