It's not mandatory that they attend ... The treasurer should have requested assistance from the State Board of Accounts if there were problems. It's a free service and someone is available daily for each (county) political office to answer questions.

The problems they face are directly related to the military service due to combat injuries and the other horrors of war they witness.
