Our student-athletes are subject to two different sets of rules, ... The athletic department's and the university's. We have a process for students and depending on the specifics of the case, that process is altered.

The university does a great deal of communication with students about what is expected on game day. This is a collaborative effort with the athletic department. No one office has the responsibility for controlling student drinking.

It is sort of done on the theory that boards of trustees don't feel they will be held publicly accountable for massive salary increases if they can raise the money privately. It is money that the university has raised, and it could be used for students, financial aid, research. The notion that this is not really public money... isn't right.

There has to be a need, it has to fit within the scope of the university. All of this will be seen, it may be in a particular department and the students of that department will see it more than others because of the different departments, but all of it will be visually seen by the students.

It's clear that there's a consensus that the university should be relieved of the day-to-day responsibility for maintaining the water supply and distribution. It's rather unusual that a university would have to run this.
