en We can take care of our own people, ... and we're going to do that. I understand their frustration. I understand these people are suffering, and I'm telling you we're doing absolutely everything we can to make sure we take care of them.

en We can't be an island. If New Hampshire does this, and I understand the Legislature there is considering it, and Maine, Massachusetts and New York have already done this, then people will be coming to Vermont to doctor-shop.
