The government recognizes that using technology is not a discretionary line item; it's mandatory for the proper functioning of the government. And I think they're right. Really, any government agency, regardless of size, that isn't using technology to better serve constituents is missing the boat.

Chinese society puts the public good ahead of individual rights and benefits. China has been able to rapidly develop precisely because the government doesn't need or want a consensus among the public, durable or otherwise. If it wanted to build an airport or highway to spur growth, the government did it. It certainly didn't ask those being displaced if it was O.K.

I believe that some of the decision makers may have no idea as to the extent of liability exposure the state may have, if this kind of practice is permitted to continue, ... Unless the possible and probable consequences of all of these events are fully understood, there may be an inclination on the part of some decision makers to remedy this 'on the cheap.'
