en There were three stages to the research. We did in-depth interviews with about 80 people or so, sent out a questionnaire to about 400 people, and then did a large-scale phone survey of more than 1,000 people.

en We call it a research book, and as such, it becomes a reference for people. The oral interviews are used to add to the actual facts of the research. You will find a lot of good stories in there.

en We've been doing it this way since the 1980s, and you can't change midstream and go to electronic, for instance, because we wouldn't be using the same formula. We conduct the same survey in the same manner at the same time of year every three to five years. If we used an electronic survey, we'd only have access to people who know how to use it. But those are rare occasions. On most issues and most bills, the level of public concern and understanding is, frankly, very low.
